Shift from Economic Self-Sufficiency to Dependence on Baghdad

With the halt in the Kurdistan Region’s oil revenues, Baghdad’s share as the main source of financing has increased dramatically. While Baghdad’s funding amounted to only IQD 400 billion in 2022, it rose to more than IQD 10.026 trillion in 2024, and reached approximately IQD 9.6 trillion in 2025.

Based on data from the Kurdistan Regional Government’s Ministry of Finance and Economy, the financial structure and sources of revenue of the Kurdistan Region underwent a major and fundamental historical shift between 2019 and the end of 2025.

According to official data and statistics from the KRG Ministry of Finance and Economy, the Region’s finances have moved from a phase in which they relied on domestic oil revenues and independent oil sales to a new phase in which non-oil domestic revenues and “Baghdad funding” have become the main pillars for covering budget shortfalls and financial entitlements. This shift became particularly evident in 2024 and 2025, when the Kurdistan Region’s oil revenues fell completely to zero.

According to data from the KRG Ministry of Finance and Economy, the Region’s revenues—which include non-oil revenues, Kurdistan Region oil revenues, and Baghdad funding—underwent significant changes between 2019 and the end of 2025.
