The Kurdistan Region’s Share of Iraq’s General Budget (2019–2025)

The Ministry of Finance and Economy of the Kurdistan Regional Government released data on 25 June 2026 detailing the distribution of salary recipients across the Kurdistan Region as part of its 2019–2025 reform and activity report.

The Kurdistan Region has a total of 1,190,391 salary recipients, with a combined monthly payroll obligation of approximately 945.8 billion Iraqi dinars (IQD).

Distribution by Province
Erbil has the largest share, with 585,364 recipients (49%) and a monthly payroll of 489.1 billion IQD.
Sulaymaniyah follows with 436,740 recipients (37%) and 341.9 billion IQD in monthly payments.
Duhok accounts for 140,206 recipients (12%) and 95.6 billion IQD monthly.
Halabja has 15,334 recipients (1%) and receives 6.9 billion IQD per month.
Other areas of the region include 12,747 recipients (1%) with monthly payments totaling 12.3 billion IQD.
Key Findings by Province
In Erbil, the largest groups are permanent government employees, Peshmerga personnel, retired Peshmerga members, and civilian retirees. Security forces and social welfare beneficiaries also make up a significant portion of recipients.

In Sulaymaniyah, permanent employees form the largest category, followed by civilian retirees, retired Peshmerga members, active Peshmerga personnel, and beneficiaries related to martyrs and Anfal victims.

In Duhok, more than half of all recipients are permanent employees, while retirees and social welfare beneficiaries make up most of the remaining recipients. Some security and Peshmerga personnel are administratively registered under Erbil.

In Halabja, civilian retirees represent the majority of salary recipients. Security forces, Peshmerga personnel, and beneficiaries related to martyrs and Anfal victims are administratively counted under Sulaymaniyah rather than Halabja.

Ministry of Finance Workforce
The Ministry of Finance and Economy employs 16,785 permanent and contract staff. The largest share works in the General Directorate of Commercial Banks, followed by the Directorates of Accounting, Customs, and Taxation and State Properties.

Overall, the data indicate that Erbil and Sulaymaniyah together account for approximately 86% of all salary recipients in the Kurdistan Region, while the regional government spends nearly 946 billion IQD each month on salaries, pensions, social welfare payments, and related entitlements.
