The Kurdistan Regional Government (KRG) Ministry of Finance and Economy has published a breakdown of how public-sector salaries were financed between 2019 and 2025, outlining the contributions of federal transfers, oil revenues, domestic revenues, and international support for the Peshmerga.

According to the ministry, all 12 monthly salaries were fully paid in 2019 and 2022. In 2020, only eight salaries were paid—three in full and five with deductions—leaving four unpaid. In 2021, all 12 salaries were disbursed, although six were paid with deductions. During 2023, nine salaries were fully paid while three remained unpaid. In 2024, 11 salaries were paid, leaving one unpaid, and in 2025, 10 salaries were paid, with two still outstanding.
The report also shows a shift in salary financing. While oil revenues accounted for much of the salary bill between 2019 and 2022, federal transfers became the dominant source after oil exports through the Iraq–Turkey pipeline were suspended. Federal funding covered 56.7% of salary costs in 2023, rising to 93.6% in 2024 and 95.8% in 2025.
The ministry concluded that a total of 10 monthly salaries went unpaid between 2019 and 2025.
However, Draw Media disputed that figure, saying its review found that 13 monthly salaries were not paid during the same period. According to Draw, three of the unpaid salaries occurred under the KRG's eighth cabinet and ten under the ninth cabinet.
