🔻 The Iraqi Ministry of Finance has published its revenue and expenditure report for the first half of this year. According to the report:
🔹 The Iraqi Ministry of Finance’s total revenues from both oil and non-oil sources amounted to approximately IQD 35 trillion and 946 billion. More than IQD 28 trillion and 506 billion (79.3%) came from oil revenues, while more than IQD 7 trillion and 439 billion (20.7%) came from non-oil revenues.
🔹 The ministry’s total expenditures, including operational and investment expenditures, exceeded IQD 57 trillion and 186 billion, with 96% allocated to operational spending and 4% to investment spending.
🔹 The ministry spent more than IQD 6 trillion and 285 billion on employee salaries, social welfare, assistance and subsidies, and other expenditures related to the Kurdistan Region.
🔹 After deducting total expenditures from the ministry’s total revenues, spending exceeded revenues by 37%, resulting in a deficit of more than IQD 21 trillion and 240 billion.

According to the latest report by the Iraqi Ministry of Finance, during the first six months of this year, Iraq’s total revenues from both oil and non-oil sources amounted to IQD 35,945,999,522,553.
Of this amount, IQD 28,506,130,846,492, or 79.3%, came from oil revenues, while IQD 7,439,868,676,061, or 20.7%, came from non-oil revenues.

Second: Iraq’s Total Operational and Investment Expenditures in the First Half of 2026
According to the Iraqi Ministry of Finance report, during the first half of 2026, the ministry’s total expenditures, including both operational and investment expenditures, amounted to IQD 57,186,310,026,021.
Of this amount, IQD 54,672,854,814,652, or 96%, was spent on operational expenditures, while IQD 2,513,455,211,369, or 4%, was allocated to investment expenditures.
The ministry spent IQD 6,285,097,458,041 on employee salaries, social welfare, assistance and subsidies, and other expenditures related to the Kurdistan Region.

As mentioned above, Iraq’s total expenditures, including both operational and investment expenditures, amounted to IQD 57,186,310,026,021.
Meanwhile, Iraq’s total revenues from both oil and non-oil sources amounted to IQD 35,945,999,522,553.
This means that expenditures exceeded total revenues by IQD 21,240,310,503,468, resulting in a 37% deficit relative to total revenues.
