A new report by Halwest Organization reveals that 1,781 families left Halabja Governorate over the past decade, while only 156 have returned, highlighting ongoing concerns about living conditions in the area. In 2025 alone, 106 households migrated, with most moving to Sulaymaniyah and Erbil in search of better job opportunities.

The report attributes the outflow primarily to limited employment prospects and weaker service delivery in Halabja. It also criticizes local authorities for failing to implement effective strategies to attract investment and retain residents, pointing to an official directive encouraging citizens to purchase housing outside the governorate.

Despite these challenges, public sector activity continues. Electricity revenues in 2025 reached nearly 2.94 billion Iraqi dinars, with over 41,000 subscribers recorded. In education, the governorate operates 136 schools serving more than 23,600 students, supported by 4,665 staff members.

The findings raise questions about development planning and the need for stronger policies to curb migration and improve living standards in Halabja.

From 1/1/2016 to 31/12/2025, a total of 1,781 families left Halabja, while only 156 families returned. In 2025 alone, 106 households migrated.

This shows growing concern among residents. Each year, hundreds of families move mainly to Sulaymaniyah and Erbil due to:

Lack of job opportunities in Halabja
Better public services in other cities
Instead of creating strong plans to reverse migration—such as attracting investors, building modern housing, and creating jobs—the local administration issued an official letter (No. 590/3, dated 26/3/2025) encouraging employees and families of martyrs to buy houses in Sulaymaniyah (Payan City project).

This suggests that depopulation may not be accidental but indirectly encouraged, even presented as a “service” to citizens.
