Iraq’s Ministry of Finance published its revenue and expenditure report for the first quarter of 2026. According to the report:
Total public revenue from both oil and non-oil sources amounted to approximately IQD 25.26 trillion, including around IQD 21.22 trillion (84%) from oil revenues and more than IQD 4 trillion (16%) from non-oil revenues.
Total government expenditure, including both operational and investment spending, exceeded IQD 27.07 trillion, of which 96% was allocated to operational expenses and 4% to investment spending.
The ministry spent more than IQD 3.113 trillion on salaries for public employees, social welfare, aid, subsidies, and other expenses for the Kurdistan Region.
After deducting total expenditures from total revenues, government spending exceeded revenues by 7%, resulting in a budget deficit of more than IQD 1.812 trillion.
First: Iraq Ministry of Finance Public Revenue in the First Quarter of 2026
According to the latest report from Iraq’s Ministry of Finance, during the first three months of 2026, Iraq’s total public revenue from both oil and non-oil sources amounted to:
IQD 25,259,623,107,265
(25 trillion, 259 billion, 623 million, 107 thousand, and 265 dinars).
Of this amount:
IQD 21,222,829,473,989 (84%) came from oil revenues.
IQD 4,036,793,633,276 (16%) came from non-oil revenues.
Second: Total Public Expenditure (Operational and Investment) in the First Quarter of 2026
According to the same Ministry of Finance report, in the first quarter of 2026, Iraq’s total expenditure—covering both operational and investment spending—amounted to:
IQD 27,072,066,955,587
(27 trillion, 72 billion, 66 million, 955 thousand, and 587 dinars).
Of this total:
IQD 25,918,016,848,780 (96%) was allocated to operational expenditure.
IQD 1,154,050,106,807 (4%) was allocated to investment expenditure.
The ministry also spent:
IQD 3,113,776,755,377 on employee salaries, social welfare, assistance, subsidies, and other expenses related to the Kurdistan Region.
Third: Comparison of Revenue and Expenditure in the First Quarter of 2026
As noted above, Iraq’s total expenditure reached:

Meanwhile, total public revenue stood at:

This means Iraq recorded a budget shortfall (deficit) of:
IQD 1,812,443,848,322, representing 7% more spending than revenue during the first quarter of 2026.
